Every step, with the fee where it is published
In filing order. A step without a published fee links the agency to ask. County and city rows are for Orange County and Orlando. Other Florida counties and cities have their own business tax, fire, and zoning steps; the state and federal rows apply everywhere.

What changed in Florida
Rule 61C-1.001 restated what makes a mobile food dispensing vehicle self-sufficient (and so exempt from the commissary rule): a three-compartment sink, a separate handwash sink, refrigeration and storage, full power including LP gas or a generator, a potable water tank and a liquid waste system. Source
FDACS Rule 5K-4.020 set the mobile vendor food permit for prepackaged-only units at $300 a year, with a $130 limited-sales permit under $15,000 in sales, a $100 late fee and $135 reinspections. Source
Rule 61C-4.0161 was revised: a non-self-sufficient truck must operate from an approved commissary and report there at least daily; self-sufficient trucks are exempt from the commissary and commissary-notification rules. Source
